My favorite "emotionnal" Bond scene are:

- Tracy's Death (OHMSS)
- The scene where Bond tells Amosova he killed her lover (TSWLM)
- Bond visiting Tracy's grave (FYEO)
- The scene where Leiter gets his legs cut off (LTK)
- The scene where Janus tells Bond "You're suppose to die for me" (GE)
- The Bond lonely at hotel scene (TND)
- Q tells Bond he retires (TWINE)
- When Elektra picks the "Queen" card and shows it to Bond(TWINE)
- The smile between Valentin and Bond when he dies (TWINE)

Tracy's Death (OHMSS) even though this is my least fav movie, I think it is very emotional "We have all the time in the world"
